Brief of incident / Award Citation:

“Operation Samvedi” was launched by the Haryana Police to execute the non- bailable warrants issued by the Hon’ble Punjab and Haryana High Court against contemnor Rampal under the leadership of Shri Anil Kumar Rao, IPS, IGP/Hisar Range, Hisar. The followers of Rampal attacked on police officers and men pelted stones, threw acid pouches, used chilly bombs and sling shots etc. There was intermittent firing from inside the Ashram simultaneously. One gunshot was fired from the Ashram aiming Shri Anil Kumar Rao but fortunately it did not hit him. The whole operation was successfully accomplished without any loss of life from any side due to professional approach adopted by police under the leadership of Shri Anil Kumar Rao, IPS. Shri Anil Kumar Rao and SP Hisar were very near to the violent and attacking mob. The attackers have attacked both of them and other police force but they played a great role in order of fail their aim. They have given a valiant fight and were able to break the front boundary and first gate of Ashram. Both of them had sustained injuries but keeping in view the morale of police they also did not get themselves medically examined. SP, Hisar sustained injury on his head and his spectacles and mobile phone were broken. Blood was oozing from his head despite that he did not care for his injuries and life and fought bravely. Because of immense courage and conspicuous gallantry shown by both the officers, the whole operation was accomplished successfully without any loss of life from any side. Apart from the above, both the officers successfully removed the thousands of people safely from the Ashram to their homes. In this regard, the case FIR No. 428 dated 18.11.2014 was registered initially under sections 107/147/148/149/186/188/120B/121/121A/122/123/224/225/307/332/ 342 /353/436 of IPC and section 25 of Arms Act, Explosives Substances Act,3/4 PDPP act and sections 16/18/20/22-C/23 of the Unlawful Activities (Prevention) Act, 1967 PS Barwala against Rampal and his aides (followers). A Special Investigation Team was constituted to investigate the above said case. During the course of investigation, 18 fire arms, 19 air guns, 45 petrol bombs, one chilli grenade, 04 bullet proof jackets, 9675 lathies, 228 helmets and 26 cane shields were recovered from the Ashram.

In this action, Sh. Anil Kumar Roa, IPS, Inspector General of Police displayed conspicuous gallantry courage and devotion to duty of a high order.
